Msgr. Germán Humberto Barbosa Mora was born in Bogotá on 24 December 1974. He carried out his studies in philosophy and theology at the Seminario Mayor de Bogotá, and obtained a licentiate and doctorate in moral theology from the Pontifical Gregorian University in Rome. He received priestly ordination for the metropolitan archdiocese of Bogotá on 2 December 2000. In 2003, he was incardinated in the new diocese of Engativá at the moment of its creation.
He has held the following pastoral
assignments:
- Parochial Vicar of the Parish of St. John the
Baptist de la Estrada (2001).
- Parish Priste of the Parish of Our Lady of
Copacabana (2002–2005).
- Studies at the Pontifical Gregorian University, Rome
(2005–2007).
- Parish Priest of the Parish of Our Lady of the
Rosary, Cota (2007–2011).
- Parish Priest of the Cathedral of Engativá St. John
the Baptist de la Estrada (2011–2013).
- Doctorate in Moral Theology at the Pontifical Gregorian
University, Rome (2013–2016).
- Formator and Vocations Animator Delegate at the Major
Seminary of Bogotá (2017–2019).
- Episcopal Vicar of the Vicariate Our Lady of the
Rosary and Member of the Episcopal Council of the Diocese of Engativá
(2019–2025).
- Director of the San Lorenzo Seminary House in
Cota (2020–2023).

Msgr. José Luis Cerra Luna was born in Torreón, State of Coahuila, on 24 July 1963, He studied in the seminary of Matamoros and Monterrey, and was ordained a priest on 21 April 1990, and incardinated in the diocese of Matamoros-Reynosa. He was awarded a licentiate in philosophy at the Universidad Pontificia de México and a licentiate in spiritual theology from the Pontifical Theological Faculty and Pontifical Institute of Spirituality Teresianum in Rome.
Studies Completed:
· Studied Philosophy at the Seminary of Monterrey (1981–1984).
· Studied at the Pontifical University of Mexico from 1985 to
1991, where he obtained a Bachelor's degree in Theology and a Licentiate in
Philosophy.
· Studied at the Pontifical Institute of Spirituality, Teresianum,
in Rome, Italy, from 1997 to 1999, where he obtained a Licentiate in Theology
with a specialization in Spiritual Theology.
Positions Held in His Priestly
Ministry:
· Served as Bursar, Professor, and Spiritual Director at the
Seminary of Matamoros from 1991 to 2007.
· Has been Parish Priest of the following parishes:

Our Lady of
the Assumption in H. Matamoros, Tamaulipas (2007),
o
Our Lady of
San Juan de los Lagos in Río Bravo, Tamaulipas (2013),
o
And the Co-Cathedral Our Lady of
Guadalupe in Reynosa, where he has served as Pastor since 2019 and as
Rector since 2024.
· He is a member of various diocesan councils and has served
as Moderator of the Operational Council for the Protection of Children and
Vulnerable Adults in the Diocese since 2019.
· Currently, he is the Vicar General of the Diocese of Matamoros–Reynosa since 2019 and has also been the Legal Representative of the Diocese since 2009.
